Can I sue DOT for business damages for losses at my B&B due to a road resurfacing project?

I own a boutique B&B hotel inn which is just 8 ft off of a US hwy. DOT is planning a resuffacing project that will take 13 months. Much of this time will be in close proximity to the Hotel. To make things worse the work will be performed on a night time schedule. My guests will not be able to sleep for the noise and vibration from the trucks and heavy equipment. I am afraid that a any further loss of revenue in the recession will make it financially impossible to balance the budget so I am considering just closing for the year.
