When you adopt a hwy does it make you legally responsible for all maintenance costs?

Are you seriously askin this question? How old are you? 10?... When you adopt a highway your responsible for cleaning up the sides of the road... it's still maintained by the state and you get no legal freebees because you "adopt" it.
