My mum has acute emphysema and eventually it will kill her she has been disallowed attendance allowance?

i applied for attendance allowance for her which is a benefit the government pay she is 80 years old and has just over half a lung so walking for my mum is a nightmare she was refused attendance allowance because basically she can still wash herself and wipe her own bum and get dressed is this right and should i reapply as not only has she this disease she also has arthritis in both hands and asthma
