Can i place Fu Dog inside my house door entrance?

Usually, Fu Dog (A Pair, Female n Male) should be place outside the house entrance door facing out with the Female (Right Side) , Male (Left Side) if u are looking from inside house facing out. However, as I am living on a high rise residential building, the building management may disallow us to place our fu dog outside our house entrance as it might cause disturbance for other neigbours. Could I instead place the Fu dog inside my house door entrance instead? Any experts around?
