I want to start up my own newspaper and distribute it to my high school. What are the restrictions?

Talk to your principle. There are always rules about content. There might be such a thing as free speech, but a school still has the right to limit what goes on within its walls. So you'll probably need to be very careful what you say. But there's no restrictions to a person printing and handing out, selling his own paper/pamphlet.
