Should I request a hearing to avoid record/points for a speeding ticket?

the only way to avoid points is if the local municipality offers an online or in person "drivers education" course where, by attending this course they do not report the infractions to the DMV. Let it me known that MI is one of only 2 states that does not report points to a nationwide repository that shares infractions with other states DMV's. I personally received a ticket for driving 45 in a 25 (total speed trap) and I paid the fine, MI never reported my infraction to my home state of AZ so I never received points against my license.
