Was Giovani Dos Santos never given the proper chance in Tottenham?

he should of went to arsenal, dunno y the heck did he chose tottenham, then again i don't think arsenal bid for him and yeah he would certainly be doing better at barca than at tottenham even though he wasn't 1st team for barca
