Pray tell; in what quarterly publication is it listed the 'market value' for each worker in each locale?

Not sure if it's a publication like a magazine, but there is a source that lists the average wage that the directors of different companies decide to pay the rank and file workers of various types. It also lists the average wage that the directors decide to pay the CEOs, directors and other officers. This is how the "fair market value" is determined.
